El T-MEC, confrontado con el enfoque del Nuevo Regionalismo de la CEPAL

Resumen

El objetivo del presente artículo consiste en
comparar el resultado de las negociaciones del
Tratado México-Estados Unidos-Canadá (T-MEC)
con las 9 recomendaciones del Regionalismo
Abierto (una de ellas especialmente basada en la
unión aduanera) planteadas por la Comisión
Especial para América Latina (CEPAL),
elaboradas como guía para la negociación de
acuerdos comerciales internacionales conducentes
a la creación de áreas de libre comercio -o uniones
aduaneras-, particularmente aquellas en donde se
vinculan economías de países en vías de desarrollo
con países desarrollados. La hipótesis que se
plantea es que el acuerdo negociado se halla lejos
de los objetivos de desarrollo sugeridos por la
propia CEPAL, y beneficia significativamente al
país con mayor desarrollo: los Estados Unidos.
