The concept of planning emerged at the beginning of the 20th century as part of the policy of European states to respond to the economic crisis in the third phase of modernity. Following this need to organize efforts in different sectors of the population, educational planning arises, which would be in charge of meeting and organizing the educational needs of a growing population due to migration from rural to urban areas, population growth together the increase in life expectancy. With the passage of time, the educational planning approach will lead to the creation of international organizations whose mission will be to support the states in the development and practice of their educational policy, going from being a national task to a shared task between economic blocs, in the search to raise the quality of education.
