Análisis reflexivo de la Rendición de Cuentas y el control de la información en los municipios de la Zona Metropolitana de Monterrey

The municipal governments of the Metropolitan Zone of Monterrey (ZMM) are connected in connection with the rendering of accounts in three different stages. An interior, where the council must require accounts to the members of the municipal administration in turn. A second one where the town hall delivers accounts to the citizens and, finally, a third one, refers to the connection between the city halls, with the state and federal states. In this work, we analyze the concept of accountability, its characteristics, the sense of the differentiation between the vertical and horizontal dimensions, and the information that refers to citizens public accounts, through the Internet page of each one. of the municipalities, we verify whether or not it meets the accountability, this in order to verify whether there is transparency of resources. Likewise, it is seen with the number of observations issued by the Superior Audit of the State of Nuevo León, the revision of the accounts corresponding to the fiscal year 2017, of each one of the municipalities of the metropolitan area.
