Strategic planning in Ecuador's HEIs: an effective tool or an institutional formality?

Strategic planning is a vital tool that supports organizations in enhancing performance by providing clear direction, facilitating informed decision-making, increasing adaptability, optimizing resource allocation, and maintaining competitiveness. The objective of this research was to determine whether a positive association exists between strategic planning and organizational performance in Ecuadorian higher education institutions. The analysis used data from the institutional evaluation of 53 Ecuadorian universities, assessed across five criteria: academics, academic efficiency, research, organization, and infrastructure. In addition, current strategic plans for the period under review, available on each institution’s website, were examined. The correlation analysis revealed no significant association between strategic planning and organizational performance. Furthermore, no relationship was found between having a structured strategic plan and its management, and the outcomes of the institutional evaluation. It is concluded that strategic planning had no measurable impact on the evaluation results or on the final categorization of Ecuadorian higher education institutions.
